Instagram grouped it by who the signal is for rather than by what it is, and on that logic the filing is right: the green dot goes to people you have messaged, not to your followers at large. It is an inbox setting. Nobody looking for it thinks of it as one.
That also fixes the scope of what turning it off does. It stops the dot and the Active now and Active 2h ago labels for the people who can see them.
